Case of reverse discrimination where the East Moline Wardens and Internal Affairs defendants failed to provide the white prisoner with a safe and secure environment to serve their sentence. Allowed the Chicago and East St. Louis street gangs to steal the white, non gang members, prisoner’s phone pin numbers and run the phones. Then not allowing the white prisoners to have a phone and extorting them for time on the phones. Allowed the gangs to steal the white prisoners property and commissary with impunity. Refused to investigate theft of property.
